In Chechnya, separatist leader Aslan Maskhadov has declared a ceasefire. Pro-Russian Chechen leaders are trying to negotiate an amnesty deal with Maskhadov and his followers. This would leave only terrorist leader Shamil Basayev, who is believed supported largely by money from wealth Arab Islamic conservatives.
