Russia admitted that they paid a $10 million reward, apparently to a group of Chechens, for information leading them to Chechen separatist leader Aslan Maskhadov. Such rewards have long been used by the Russians. Money as a weapon is nothing new for the Russians. Even during the 1980s war in Afghanistan, information, and cooperation, was purchased from Afghan warlords.
