The UN says that the US closing of Barakaat (for providing money transfer service for terrorists) has reduced the amount of money entering the country from $700 million to $250 million a year. The UN is trying to get aid operations going again in Somalia, but rapacious and unreliable warlords makes this difficult. The warlords say they are willing to cooperate against terrorist activity, but this often only extends to denouncing their warlord rivals as terrorist supporters and demanding a reward for this service.
