Ethiopia, Djibouti and Kenya agreed to provide monitors to oversee a ceasefire in Somalia. However, no one is willing to send peacekeepers to Somalia. So if clan fighting breaks out, Somalis will have to stop it. There has been no central government in Somalia for over ten years.
