The government is not happy with the "invasion" of NGOs (Non Governmental Organizations) after the tidal waves struck last December. Over 30,000 Sri Lankans were killed by the waves, and more than ten times as many made homeless. The NGOs insisted on spending their relief money without government interference. Both the government and LTTE protested this. The government has responded by imposing fees on NGO operations, including things like charging over a thousand dollars to allow a shipping container of relief supplies into the country. LTTE  members have been accused of shaking down NGO employees, and simply taking relief supplies.
