Preparations for resuming the war continue. The LTTE is increasingly uncertain of their prospects if the fighting resumes. Tamils have endured over a decade of fighting, with nothing to show for it, except death and economic loss. The LTTE fears that a new war might see their organization fall apart. But there is also a chance that a resumption of the war will unify the Tamils, and bring back more of the hard fighting that was so common in the last decade. The LTTE doesn't want war, but the hard core LTTE don't want to give up the dream of partitioning Sri Lanka into Sinhalese and
