Japan has steadfastly refused to deploy sky marshals on its airliners, fearing that to do so would upset passengers. But that has changed, and hundreds of plainclothes detectives, policemen, and other law-enforcement personnel are being added. This is not because of Osama bin Laden, but because Japan is hosting the World Cup soccer championships in early June, and expects thousands of intoxicated and rowdy European soccer fans.--Stephen V Cole
